Future of National Population Register (NPR) in India

National Population Register (NPR) is one of the most anticipated Indian Government projects that are expected to deliver its real value in coming years. NPR comes with the idea to merge biometric and demographic details of Indian citizens onto a single electronic chip that can be accessed through all digital scanners (government will issue those scanners). Ultimate goal of NPR scheme is to form the basis of National Register of Indian Citizens (NRIC) which will act as online directory in coming years.

NPR Scheme Process

Everything was going well and as expected. In initial phase of NPR scheme, it was decided to collect biometric details from UIDAI store (which they have collected during Aadhar Card Registration) whenever required. However Centre has recently passed Aadhar Bill is restricting Indian government resources to share biometric details of Indian citizens with any other portal. In an official statement, Centre has made it clear that National Population Registration scheme must not expect any sort of biometric data help from UIDAI. They won’t be able to share details now.

If this statement goes true then NPR might be in trouble and so will be Rs. 4800 crore that is already spent for this scheme. A total of Rs. 6600 crore was approved for NPR scheme out of which nearly 4800 crore rupees are already spent. Till now NPR has biometric details of around 280 million people only. These are the people who have registered biometrics through NPR organized camps only.


List of Documents for NPR Card

As discussed above, NPR was aiming at combining demographic details with biometric ones which would have outcome in a strong unique identification pattern that is hard to break for any migrant. It would have been the replacement for Birth Certificate, Ration Card, Aadhar Card even but without biometric details authorities won’t be able to do much on large scale. NPR database will act like a central repository where all the details (related to card) will be stored online.

Possible ways out

As of now we don’t see any clear possible ways to solve the disputes. However it would be best to come up with some amendments in Aadhar Bill that allows NPR authorities to use biometric details from UIDAI. If it is not feasible and government wants to move ahead with NPR scheme then they will have to collect biometrics on their own which will be too expensive to handle now. So the best possible solution will be to come up with some sort of amendments that can solve the disputed.

National Register of Indian Citizens (commonly known as NRIC) as the name says is common register of Indian citizens that is maintained on cloud platform. So what NRIC actually is, it is an online register/storage location that holds details of Indian citizens online. NRIC is a long process that was started during Census 2011 camps, NPR process and several other steps. Once the NRIC process is completed, citizens will be given NRIC Number that will be unique and will be generated by well advanced NRIC Generators.

What is NRIC, its importance and How to Register

I hope you have already got the answer to first question. NRIC is simply an online database where every Indian citizen is supposed to register (it is supposed to have details of citizens in hierarchy level, state wise, district wise etc). Main motive behind creating schemes like NRIC is to extract reports based on hierarchy that can help government to decide and implement nation level schemes in a better way.

NRIC Registration Process

Indian Government is trying hard on making best use of digital world. Many existing schemes like Ration Card, PAN Card etc are now being getting digitized. One question might be coming in your mind like when essential cards like Ration Card, Aadhar Card etc are getting digitized then what is the need of other services like NPR, NRIC? Yes, we agree that essential services are now getting imported on digital platforms but digitizing such schemes is not the solution when it comes to extract reports and drive useful conclusions. For such things (data driven I must say), we would need custom details that are not covered in existing articles. Aadhar Card might be the solution (as it covers biometric + geographical details) but every Indian citizen is not registered under UIDAI scheme so we can’t make Aadhar basis of NRIC India.


National Population Register (NPR) is the purposed solution which covers all the detail that is required by National Register of Indian Citizens.

How to apply and get NRIC Number in India

NRIC can be considered as the subset of NPR which will be created on basis of hierarchy (first village then Taluk/Tehsil Level, the district, state and finally on Nation level). NRIC can be processed only after validating the detail that you have submitted in NPR process so please ensure to submit correct details during NPR registration.

Once you are registered with National Population Register and you have a valid NPR Card/Number, you are all set to get enrolled with NRIC. After successful integration, you will be issued NRIC Card along with NRIC Number that will be unique and will represent your identity. As of now we are not sure on how exactly you can use NRIC Number but as it will have unique number so ideally you should be able to use it as identity proof/address proof. How to get NPR Card in Haryana

In order to get yourself registered with NPR scheme in Haryana, you will have to submit NPR Application form filled in the prescribed form to the registration camps or your nearest permanent allocation centers (PEC). PEC are located usually at both district and sub district levels. Coming to the requirement part then most of the details were already copied during the time of 2011 census. However please check these documents before heading for the registration camp.

Once you enroll yourself with NPR in Haryana, you will get one acknowledgment slip that will hold all the details like possible card delivery date, uses etc. It takes around 1-2 months for card dispatch but you can anytime confirm the dates from the NPR card official to whom you are submitting the application form.

Basic difference between NPR Card and all other cards is its electronic nature that allows it to get integrated with various online/electronic facilities easily. It comes with a 64 KB chip (microprocessor) that holds your details present and enrolled with the NPR database.

National Population Register also known as NPR is rolled out in Chhattisgarh state completely. Government has identified the areas where it needs to organize enrollment camps and other registration activities. Here we will look deep into the entire NPR process in Chhattisgarh. Documents required for NPR Registration in Chhattisgarh

NPR is active since the times of Census 2011 data collection. If you remember carefully then officials collected some information on paper that time. That information was being getting collected for NPR scheme only. So you don’t need to worry much here.

In case your details were not provided during Census 2011, then please go ahead and submit all the required details along with these documents at the nearest NPR enrollment camp. You will have to submit your finger prints and iris details also.

National Population Register - NPR - Bihar

National Population Register (NPR) scheme is national level register of Indian citizens and is currently applicable in 19 states (17 States, 2 UT’s). In the first phase itself it is launched in Bihar. Being a crucial and big state in terms of population and area, Government has provided ample infrastructure to support NPR registration in Bihar. Register NPR Online/Offline in Bihar

Most of the detail gathering part is already covered during Census 2011. So you don’t need to worry much about carrying your certificates to prove identity, residence etc. However we will suggest you to collect all the required and basic documents like ration card, PAN card, Voter ID Card etc so that any hassle can be avoided.

Government will be organizing 2 registration camps in several identified areas (list will be given below). You can enroll in any of the camp. You will be required to send off your biometric and iris details in these centers. 2 urban level camps will be there. Below are the details:

Patna: Under Patna NPR Registration Camp/Zone, 18 areas will be covered. These area include zones like Nalanda, Gaya, Bhaglpur, Jehanabad, Aurangabad, Buxar, Bhojpur etc. You can get complete list from the source mentioned above in the rural zone list.

Darbhanga: Darbhanga is the second urban zone where applicants can register for National Population Register in Bihar. Areas like Saran, Chapra, Muzaffarpur, Gopalganj, Champaran, Sheoahar, Saharsa, Madepura etc will be covered in this zone. More areas are there in the list which you can find from above reference.

Track NPR Application in Bihar

You can track NPR application process status in Bihar by visiting the permanent allocation center anytime. Usually it takes around 1-3 months for NPR Card dispatch so please be patient and visit the center only if time has crossed specified limit. Assam is one of those 17 states where Indian Government has decided to roll out NPR scheme on the first level. Record/detail gathering phase is already covered during Census 2011 and you don’t need to worry about this part. However there are few things that need to be discussed (that we will discuss here) for the complete NPR process in Assam.

How to register for National Population Register (NPR) in Assam

As I said above, most of the detail gathering part is covered during census itself. However you need to provide your biometric and iris scans at the NPR allocated centers. You can either submit these details in any of the two locally organized NPR camps in your area or in case you miss them then you can get your fingers, eyes scanned in the nearest NPR permanent allocation center.
